Poverty and Malnutrition in India

In India, after 7 decades of Independence, many children are still suffering from malnutrition. Several metric ton food grains have been damaged every year in many states due to shortage of storage facilities. Here more poor people live than in Africa. The Indian states, including Bihar, Uttar Pradesh and West Bengal have 421 million poor people as per the latest study developed by Oxford Poverty and Human Development Initiative (OPHI) with UN support. Government can distribute sufficient food grains to the poor with minimal price but they does not. 
Government should take effective step to eradicate poverty from the country. It's not effective distributing 45 kg food grains to the BPL families. It is observed that rotten and damaged food grains are finally reached to the poor people. All the goods and food grains  are stored by the middle man or brokers. 

As per my understanding Government should distribute ATM card to each BPL household and transfer the amount to their respective account. In this way scandal can be minimized. If bureaucrat and ministers are involve in larger scandal, who will check to control corruption? Ruling Government or honorable Supreme Court? If ruling government take any step against any minister from the opposition for taking bribe, opposition immediately politicized the issue and disrupt parliament session. Only Supreme Court can check the corruption in India and can save this country.
